David Kemper, Senior Principal

David Kemper, P.E., serves as Stantec’s Tampa office leader as well Senior Principal for the firm. His over 30 years of experience include civil/site and infrastructure design and management expertise in the areas of site development, transportation, stormwater management and utility systems. His site development experience includes management and design of residential, office, retail, industrial, institutional, recreational and mixed-use projects. Kemper has been involved with many of Tampa Bay’s major development and infrastructure projects, totaling over 150 projects that include major mixed-use office and industrial projects such as MetWest, Channel District, SouthShore Corporate Park, Clear Springs and Carillon. Many of his projects have supported users/tenants such as PwC, Citibank, Progressive Insurance, Amazon and Capital One as well as large-scale suburban residential developments and projects at the Tampa Port. Kemper is a recognized industry leader by his peers, having been named The Treasure Coast Chapter of the American Society of Civil Engineer’s 2011 Engineer of the Year and a 2004 FES/FICE Leadership Institute Graduate.
